In November 2020, Oregon voters passed by referendum Measure 110, or the Drug Addiction Treatment and Recovery Act. When they passed the ballot measure, the people of Oregon recognized:
- Drug addiction and overdoses are a serious problem in Oregon.
- Oregon needs to expand access to drug treatment.
- A health-based approach to addiction and overdose is more effective, humane and cost-effective than criminal punishments.
- Making people criminals because they suffer from addiction is expensive, ruins lives and can make access to treatment and recovery more difficult.
It is the policy of the State of Oregon that screening, health assessment, treatment and recovery services for drug addiction are available to all those who need and want access to those services.
In Fall of 2023 Lincoln County was awarded XXX-million dollars to use existing programs and resources to develop Behavioral Health Resource Networks (BHRN) in order to expand access to alcohol and treatment services in the following categories:
- Screenings
- Comprehensive Behavioral Health Needs Assessments
- Intervention Planning
- Substance Use Treatment
- Peer Support
- Housing
- Harm Reduction
- Supportive Employment
There are two (2) Behavioral Health Resource Networks in Lincoln County who are aiding in expanding access mentioned services above; for those who struggle in regards to alcohol and other drugs.
In Lincoln County there are two (2) designated BHRN Centers for individuals to access services (note: services outlined by bullet points above. Each BHRN has a point of contact meaning; that point of contact is responsible for connecting clients referred to that BHRN to resources.
The BHRN Phoenix is part of has Phoenix listed as the point of contact. Additional partners in that BHRN will be:
- Phoenix
- CHANCE
- Northwest Housing (also known as Coastal Phoenix Rising)
- Lincoln County Health & Human Services (note they are contractual partners for Northwest Housing)
